Launched by hand on the 4th of November 1997 by Russian cosmonauts from the MIR station, the first "high school" satellite commemorating the fortieth anniversary of the beginning of the space era and the launching of Sputnik, has broadcast its bip-bip for 55 days.
The last known recordings have been made on December the 29th, at about 21H00 UT by an American radio amateur from Washington State, USA and by FR1AJ from Reunion Island, France.
The modulation analysis gave us the temperature of the components (40° C)…
A decrease in the QRK had already been noticed for a few days.
But the signal was regular enough to have us hope it would broadcast until
January the 1st of the coming year!
The batteries did not allow it and the signal suddenly stopped.
On December the 30th, when I tried to listen to it from Reunion Island during its transit at 01:22 UT, I could not hear the bip-bip… then during the following transit across the island at 22:35 UT, same thing, no bip-bip!
We contacted other radio amateurs who confirmed the blank of signal during different transits the following days.
We though kept on listening to RS17 hoping for the signal to come back … and then we noticed a light buzz during the transit of RS17 across our sky.
It seemed that the oscillator of the micro satellite had kept on working normally, but that there was not enough electric power to modulate the bip-bip into transmission.
The blank is now confirmed. It has been confirmed by the friends of the Cité de l’Espace at Toulouse, France, where RS17 had been followed at each transit by a numerous crowd of visitors.
We will now testify the "listening times" of the people around the world and send them diplomas from the radio club FR5KJ.
To have one of those diplomas, you must send your transmission report on you QSL card to the radio club address, with two international reply coupons and a format A5 envelop with your address on.
To obtain the Russian QSL card, you must ask for F1FY at Carrefour du centre, who the QSL manager for Europe.
We will then gather documents for the redaction of the "book of Sputnik".
I call all of those who have lived a touching moment with the first bip-bip to have them share their feelings with us.
There would also be blue QSL cards with a picture of Sputnick. They were sent by Russia to the OMs in 1958 (!!) to thank them for their transmission reports.
We would be glad to find them back and have them published in this book…
Thanks to all of you for your co-operation

Dear OM
Some Technical precisions about the small model of Spoutnik1
The mechanic part realised by Naltchik will be a 197 mm in diameter sphere, carrying 4 aerials on the first hemisphere like the original. These quarters of crossing waves will be simultaneously actives and their inclination on the equator of the sphere will be more elevated.
The two parts will be connected together by a central chip (ring) which will fix the radio pack inside a ring The material will be hard aluminium (15 mm thick), the thermic isolation will be realised by the application outside the sphere of a metal layer reflecting 40% of solar radiations and inside. The Russians estimate a temperature inside around + 50°C to - 50°C the set will work in the vacuumes
The radio part will be in a cyclindric pack made out of dural closed at extremities by 2 screwed caps, it will be possible to cut windows in this cyclinder if it's crucial. The batteries, the platen and the symetriser will be fixed on by 3 circular trays distant of 60 mm, height of the batteries (I gave them 12 pieces of PVC pipe representing those elements). The trays will be fixed by thread sticks at good distance. The module could easily slide in the pack. The russian engineers are asking accurate information about the working of the TX and the nature of the components to check that there is no ungassing when they will be in the vacuum during the flight.
The problem of the adjustment of the aerials is to be solved.
For complementary actions
Now that recalls are done, I suggest you the report of the workmeeting on Tuesday, April 26th 1997, that took place in Ste Rose with the Russian delegation.

may 5th 1997 : Just to inform you, here is the report of the 7th IAF seminar for the future of the Education to Space. The sponsoring of the project " Spoutnik 40 years " is not the only reason of the visit of the delegation in Reunion Island.
The great space project of the next decades is called " The planet EARTH "
22 spatial educators from 9 countries have had a meeting on April 17th to April 24th in Ste Rose, Reunion Island to think about education around great space projects in the future. The astronaut Alexander SEREBROV, President of the association " Soyuz " for youth space eduaction, took part of this 7th annual meeting of IAF.
The members noticed that there is at the moment a big " fuzziness " concerning the great projects of the future such as Bases on the Moon and on Mars, electrical orbital power stations, astronomical orbital observatories, protection againts asteroids and other similar projects. The worldwide development grows fastly so it's necessary to form specialist in space technics, they will be the ones who'll decide for the projects for the future.
The only great space project able to have the support of population is the dream of our planet Earth organised peacefully for a lasting development thanks to information and " means " brought by space technologies. We are both passengers and members of the crew of the spaceship Planet Earth which is ineplaceable. We must take care of its maintenance and learn how to compose a good crew.
During the IAF seminar, the members met of technical team of the project of energy transport without cable (for Grand Bassin) a forerunner project of the future solar orbital centrals. They also meet the french and Russian teams of the model satellite project " Spoutnik 40 years " which commemorates the lauching of Spoutnik 1 and the beginning of space era. It was on October 4th 1957.
Many exchange between the members to the 7th IAF annual seminar and the pupils, the teachers, the authorities of Reunion Island and important representants from the " communes " welcomming the seminar. In an interview on radio, the astronaut A.SEREBROV recommended the young people to turn towards jobs dealing with engineeting because engineers can run up our Planet Earth
